Districts building or renovating a facility almost always use one of these, and knowing what makes it different from a Special Revenue Fund matters for how the project actually gets tracked.
What’s Actually Going On
A Capital Projects Fund accounts for financial resources restricted, committed, or assigned for capital outlays, a new building, a major renovation, except for projects financed by proprietary or trust funds, which handle their own capital spending directly.
Unlike the General Fund, which runs indefinitely, a Capital Projects Fund is usually project-specific. Once the building is finished and the resources spent, the fund closes out, it doesn’t continue on to the next year’s budget the way the General Fund does.
How This Applies
If you’re tracking a construction project inside the General Fund instead of its own Capital Projects Fund, that’s usually a sign the fund structure needs revisiting, mixing project-restricted resources into ongoing operations makes compliance harder to prove, not easier.
