Module FM4: What You Should Know Before Moving On

The whole module in one paragraph Transactions get recorded twice, once at the fund level and once at the government-wide level, and they don’t always match. The General Fund closes its budgetary and operating accounts separately, then produces two year-end statements. Special Revenue and Permanent Funds add legal restrictions on top of ordinary activity. Transfers survive to the government-wide level only when they cross activity categories. Exchange and nonexchange transactions get recognized differently. None of it matters if nobody checks it before year-end, which is what interim reporting is for.
