Module FM7: What You Should Know Before Moving On

The whole module in one paragraph General long-term liabilities, bonds and beyond, mostly live at the government-wide level. Debt limits cap how much a government can borrow, debt margin shows how much room remains, and overlapping debt captures what other entities on the same tax base already owe. Debt Service Funds track the payments. Bond issuance is an Other Financing Source at the fund level and a liability at the government-wide level; principal and interest payments diverge from each other once you get there. Governments borrow deliberately, to match cost with benefit, and limits exist to protect future taxpayers from today’s decisions.

Why this order Topic 1 sets the scope. Topics 2 through 4 build the three commonly-confused constraint concepts, one at a time. Topic 5 introduces the fund that tracks it all. Topics 6 and 7 show the actual entries. Topics 8 and 9 close with the reasoning behind all of it. Module FM8 shifts to a completely different funding model, business-type activities.
