Why This Matters
OPEB obligations, mainly retiree healthcare, have historically been less funded and less understood than pensions, even though they represent a real, often substantial, long-term commitment.
What’s Actually Going On
OPEB, Other Postemployment Benefits, most commonly means retiree healthcare coverage a government has promised current or former employees. Where an OPEB trust fund exists, it works the same way a pension trust fund does, resources contributed and invested specifically to pay these future benefits, held separately from the government’s other resources.
Not every government pre-funds OPEB the way they fund pensions, many pay these costs on a pay-as-you-go basis instead, which means no dedicated trust fund exists at all, just an ongoing obligation tracked as a general long-term liability.
How This Applies
When reviewing a district’s long-term obligations, don’t assume OPEB is funded just because pensions are. Check specifically whether a dedicated OPEB trust exists, or whether the district is paying these costs as they come due, a meaningfully different financial picture.
