Preparing Year-End General Fund Financial Statements

If you only read one thing The General Fund produces two statements at year-end: a Balance Sheet, and a Statement of Revenues, Expenditures, and Changes in Fund Balance. Both come straight out of the closed accounts from FM4.2.

Why This Matters

These are the two statements almost everyone actually looks at when they ask “how’s the General Fund doing,” so knowing what each one is built from matters more than most people realize.

What’s Actually Going On

The Balance Sheet shows what the fund owns and owes at a single point in time, assets, liabilities, and fund balance, as of the last day of the fiscal year.

The Statement of Revenues, Expenditures, and Changes in Fund Balance shows the flow over the whole year, what came in, what went out, and how Fund Balance moved as a result. It’s built directly from the operating accounts closed in FM4.2.

How This Applies

When someone asks how the General Fund is doing, clarify which question they’re actually asking, current position, or performance over the year, before pulling a number. They’re different statements for a reason.
